Preparation of New Infrastructure Policy for Karnataka.

The New Infrastructure Policy proposes to set out the touchstone principles for private sector participation in infrastructure development in the State. The Policy would also set out the institutional framework for leveraging private sector financing and promoting private sector development in the infrastructure sector with a view to better utilize existing infrastructure assets, hasten the provision of new infrastructure assets and services and enhance the quality of such services in order to provide the best value for money to users.

Formulation of the Kerala Tolling Policy (jointly with IDFC)
iDeCK, together with IDFC, has advised the Public Works Department, Government of Kerala, in the structuring and operationalisation of a state level Road Fund – the Kerala Road Fund (KRF), the first of its kind in the country.  As part of the exercise, iDeCK has also prepared a tolling policy for roads and developed a standard toolkit for structuring and award of road infrastructure projects (including bridges) for private sector participation.

Preparation of Strategy and Implementation Plan for Urban Drinking Water & Sanitation Sector in Karnataka (World-Bank sponsored project)

The urban drinking water and sanitation sector development strategy and implementation plan (SIP), elaborates the financial, legal, institutional, regulatory and other policy frameworks, and a mid-term implementation action plan identifying further technical assistance components for more detailed studies and analyses to be financed by KUWASSIP


SIP has been developed, with the objective of introducing a competitive environment and commercial orientation to the sector in order to make it financially self-sustaining, to achieve the objectives of the Policy as set out below:

  • Ensure universal coverage of water and sanitation services that people want and are willing to pay for
  • To do so in a manner that preserves the sustainability of precious water resources, protects and enhances the commercial and economic sustainability of the operations
  • Ensure minimum level of service to all citizens

Preparation of a Policy Framework to facilitate Private Sector Development and active Stakeholder involvement to bring about Private Sector Participation in the improvement of the Road Sector in Karnataka

The Policy proposes to set out the operational and institutional framework for improvement of the road sector in Karnataka and would also the frameworks for private sector development, prioritization of projects, contractual structures for project implementation, tolling, road safety, and stakeholder participation in road sector development.
