A good and efficient transportation infrastructure is vital for the establishment of a healthy and growing economy. With the gradual opening up of India’s economy, the need for increased investments in transport infrastructure is felt more acutely than ever before. However, given the budgetary constraints faced by the Central and State Governments, one of the solutions to meet the financing requirements and efficient delivery of infrastructure services is to attract private capital into the sector. Although there is an increasing role for private-sector involvement in transportation, the Government continues to play a large regulatory and developmental role. Critical to improving the entire transportation sector is the ability of the sector to adjust to the national reform initiatives, including privatization, deregulation, and reduced subsidies. The sector would also need to meet the challenges posed by foreign trade expansion, increasing urbanization, technological change, energy availability, and environmental and public safety concerns.
iDeCK has been active in the area of transportation infrastructure providing sell-side advisory services to various State Governments, both at the macro-level (formulation of sectoral policies and strategies) and at the detail level (project specific structuring and bid process management for development under a PPP framework). Some of the path-breaking initiatives undertaken with iDeCK's assistance have been:
- First joint sector rail project in the country to be developed through commercial financing
- Structuring of high-speed airport-rail connectivity projects for implementation under a PPP format
- First tolled road project in Karnataka
- State level policy frameworks for development of road networks on PPP formats
- Formulation of a business plan and regulatory framework for development of minor ports
- Financial impact evaluation and financial audit for mega-infrastructure projects, such as the Bangalore Metro project and the green-field international airport at Devanahalli
